Dip Fanken is a trader that can be found at the back side of "Prancing pony" camp (go through metal doors).
Trading[]
You can sell infinite amounts of items to Dip, just like to any other trader at base camps.
Destiny cards[]
For most part of the game Dip only sells 5 items. Those are special "destiny cards" that allow player to change difficulty. A card like that must be activated from PipBuck to take effect. Cards are classified as equipment.
The extremely valuable key[]
At some point in the game when you approach Dip, you'll have a dialogue option. Your Barter skill needs to be at at least level 4. He'll tell you that he waited to see if you can be trusted, and offers to sell a key to a certain cellar in Canterlot.
